You need to seek professional help as your council are quite simply wrong.

Or complain to the Ombudsman.

Agreed. The council are just plain wrong.

Submit your application in writing and get a written reason for refusal.

Your council must have an Equalities Officer.

This officer will also deal with disabilities issues, in fact your council should have asked the officer for their views on your issue, but I doubt they did.

So find out who the officer is and ring them up.

But I would hope the officer will know a bit about the DDA and Equalities Act.

They could then tell their colleagues in licensing.

Do you belong to a Union as such? If not you might have to consider it....If you can prove that you have a disability beyond all doubt, your LA have to give you an exemption certificate to say you are exempt and disabled yourself..... End Of Human rights and all that baloney...??

I am out of breath after reading that. Some punctuation would have been nice.

I gave up after the second line!
