Looks like the road was a dead end and they might have been turning round, although the vehicle is pointing the right way in the canal so :?: . Click the photos in the top left corner of that link to see different views.

The picture with the post van indicates there is a bit of room which might lead a dopey driver to consider a u-turn. ](*,)
