What really boils my p*ss is that credit card machines are a choice a driver makes - invariably this choice has little to do with assisting the public because people use plastic these days - but to get more fares - to increase their advantage over rivals - in hardly any case has a council made credit card terminals a condition (aint sure about London tbh) - so wtf should a tariff be changed to facilitate for a surmounts to basic greed?

Exel charge us something like 5% per transaction for a card. If we had a merchant account that would be cheaper but you'd still have to charge extra to cover your merchant fees which the bank charges you.

Some Councils allow it and some don't.

I think the point being made by CC is that if you chose to accept credit/debit card payments, it is you and not the customer that should be paying the charges.

I disagree.
People paying cash should not be subsidising those using other types of payment. And that applies to everything, not just taxis.
If we don't make an extra charge to cover our costs, we will end up like all the retail businesses where cash customers are subsidising card customers.
If you don't want to pay extra, use proper money...end of.

I take it that you pay cash for everything then?

Mostly.
Some things can't be paid cash.
