Taxi drivers are exempt persons under the Rehabilitation of Offenders Act and therefore no matter how 'old' his points for speeding are they will always be relevant when assessing 'fit & proper' (s59 Local Government (misc provisions) Act.

The same is said for conviction, i.e they never become 'spent'

Interestingly, I ran a argument just yesterday before a very hostile committee that Conditional Discharges should not feature as if the defendant does not commit any other offences during the period of discharge, then they are not 'Convictions' The Council legal advisor had a something to say about that until she was directed to Powers of Criminal Courts (Sentencing) Act....

Happy to report, licence granted and one very happy client.

Glad to talk this over on Monday if it assists? Sorry for late post but only just seen this. Of course you will be aware that he has only 21 days to appeal?

He already is PH. He just isn't using the older car. Maybe he will plate it in Rutland. :wink:
