There is a bloke in our neck of the woods who advertises his services as a chauffeur, he turns up in uniform with a smart car and goes about his business, no plates on the car, no side plates no phone number, tinted windows and all that we PHV's cannot have, what kind of licence would he need?

If he's in England or Wales, and it's for hire or reward, he'd need a PH licence for himself and the car. Contract exemption was abolished about 5 years ago IIRC. He may also require some sort licence to accept bookings, depending how he gets them.

Absolutely correct - although there may be dispensation from the LA in respect of decals, plates etc

The position in Scotland is also different, so where he is, is important.

I am in rural North Yorkshire, this chap has a website and apparently works from London or Leeds calling himself Wharf Chauffeurs, seems to have plenty of motors and plenty of work

I'd suggest a call to the local LO to advise them of the situation. How would anyone know he's got H&R insurance?
