The Executive summary reads:

The aim of any licensing regime is the preservation of public safety and order and the prevention of crime. We want customers to have a safe, reliable and accessible service available to them when and where it is required, at a reasonable cost. We also want to ensure criminal groups and individuals do not benefit from unfair competition and lucrative public contracts.

How do they expect to keep things to a reasonable cost by creating extra needless kneejerk beaurocracy for the hard pushed and financially struggling small business's that make up the back bone of the Taxi/PH trade???
