Woman dragged from car on Carlisle bypass

Thursday, 03 January 2013

A WOMAN was dragged from a car and abandoned on a grass verge by a motorist who she thought was a taxi driver.

Police said she had climbed into the white car in Newtown Road, Carlisle, believing it to be a cab, before the man drove her to the western bypass outside the city.

He then stopped and pulled the woman, 58, from the vehicle and left her on the grass verge between the roundabouts linking the route to Moorhouse Road and Burgh Road.

Officers said the woman, who was described as local, suffered “various minor scratches, cuts and bruises”. The incident happened in the early hours of New Year’s Day.

Detectives appealed for witnesses as an investigation continued yesterday. They also want the people who were in a vehicle that stopped to help the woman to come forward.

They also urged people to make sure that they checked they were hiring a registered taxi.

The driver was described as being white, in his late thirties and of medium build. He had short, dark, brown hair.

A force spokeswoman said: “A passing vehicle, described as a dark four-wheel drive vehicle, stopped and gave the victim a lift back into Carlisle. “The vehicle contained a man, woman and small child. “Police are appealing for the man and woman from that car to contact them as soon as possible. Anyone with any knowledge about this incident is urged to call Carlisle CID on 101.”

it turns out this vehicle was a licensed hackney carriage driven allegedly by a Polish chap;

RP.48/12 VERBAL REPORT ON A HACKNEY CARRIAGE DRIVER

(Public and Press excluded by virtue of Paragraph 1)

At the request of the Chairman the Licensing Manager updated the Panel on actions which the Licensing Manager had taken under delegated powers with regard to a Hackney Carriage Driver. The Licensing Manager detailed the incident which had occurred and the actions that he had taken in consultation with the Chairman.

The Panel agreed that the actions of the Licensing Manager had been correct and, due to the nature of the incident, no further action should be taken.

for the record there has been two alleged rapes in two years in the City by taxi drivers, one driver was from the fine country of Turkey and the other was from Poland.

It as always puzzled me why Council hear these cases behind closed doors if he/she appeals them its heard in open court as they sit in the same role as the committee with the same things which has said in committee behind closed doors if that is the case then courts should be behind closed doors.

Generally I think its they do not want to be seen for the incompetences that they are...always puzzled me also how sometimes they can take the Council solicitor in with them for legal direction when invariably its said solicitor that has brought the case in the first instance?

It's not a proper court, but anyone losing has redress to a proper court.

In theory folks are entitled to data protection, that is all except Grandad's manor. [-X

If that's the case, why not then behind closed doors with the accused?
