Can a LA have rules for PH that are not listed in their own PH rules?

Quote:
8.0 Revocation and Modification of Conditions
8.1 The Council reserves the right (at its own behest and at any time) to revoke, vary, or modify any of these conditions and/or to make such additional conditions as it may deem requisite, either generally or in respect of any particular licence or occasion.

a "special events" (aka PH) plate, no age limits .....

when I asked I was told id need to provide a business plan to have the "executive" plate (plate is smaller than the std PH plate and no door signs required

Any rules they have must be open to everyone and not hidden away in a secret room.

But they have an unwritten/undeclared provision for issuing a special events licence though

i.e. its not in the regs but the LO told me...

Email the Chief Exec asking if his licensing department has any other unwritten rules.
