Members discussed amending the Code of Practice and Drivers Guidance Notes in
relation to the smoking of electronic cigarettes in licensed vehicles.
* Resolved that:
(1) the Code of Practice for Hackney Carriage and Private Hire Drivers
in relation to smoking in a Licensed Hackney Carriage or Private
Hire Vehicle be amended to encompass a wider ban on any form of
smoking in licensed vehicles to include the use of electronic
cigarettes or any other cigarette substitute which may be perceived
to appear as a cigarette; and
LICENSING AND ENVIRONMENTAL PROTECTION COMMITTEE
(2) the Licensing and Land Charges Manager be authorised to forward a
circular to all Hackney Carriage and Private Hire Operators advising
of the policy change on behalf of this Committee.

Surely if a licensing department bans e-cigs in private hire and black cabs then it would there duty to respond in the same fashion for the other side of there licensing duties namely pubs ?

Yes..But now called Candy Sticks or Sweety crayons, but They no longer have the red end on them.

Same old Teeth rotting candy though..

We used to buy fake cigs from the joke shop, they had red foil on one end and blew out powder to look like smoke. Perhaps it was one of them you're thinking of!
