Ph in that same period has went from around 700 to a little over 800. Around 15% growth over same period. One of jasbars arguments for derestriction is that pPH have been allowed to grow to black cab numbers unrestricted. Well figures show ph have grown less in that period than restricted black cab licences.
Except PH has risen in that period to over 1000 and has fallen back. Recession lifts and they come back immediately. They will claim any increase in business. That's market forces. And if licences weren't restricted, and people could leave and come back when business picks up again, then you would be having to compete with fewer blacks in these difficult times.
