I swear the five I knew was exactly that with the sign writers. I am going to read the 21 until it makes sense, or does not.

OK fleck wits there their or up there.
I contacted a hire company, they said that the vehicle can only be driven by the policy holder regardless of if they have named drivers

So are you saying that if say my personal car breaks down and I have to hire a car in, then I can't put my wife on the insurance as well? I don't think so. I have hired many cars over the years and every time I have been asked if I want to put additional drivers on the insurance. I have had to pay an additional premium for the additional drivers.
