Can any one tell me the case were a Hackney vehicle was refused to be relicensed by what ever council it was and was given his plate back later by the courts on appeal. Please.

what council refused to renew this hackney plate the driver appeal and got the plate back though the courts i dont have very much to go on i know. but thank you anyway.
