1989? well if my memory stretches back that far?
As I can recall Westminster wanted to license minicabs, BUT only in their area, which in comparrison with the rest of London, had few minicab companys as it was served well by the Taxi trade.

Now the rest of the London boroughs who would have to follow, were not happy at having this huge responsibility placed onto them by a 'rich' borough like Westminster, so I think whilst some sections of the Taxi trade may have made comments (not the LTDA) I would imagine most of the pressure came from the other London Boroughs to hang fire.

This was also in the days before 'CRB' and the resulting 40'000 CRO checks would have been down to the Police, who I imagine may have had the odd comment on the subject as well.

So the MP blames the taxi trade only, and you blame everyone else :?
