Then a rank of PH vehicles is illegal, if Joe Public takes the view that they are a rank of taxis.

However if there is a rank of PH vehicles, then why have the snazzy waiting room.

As I said before it will be similar to the set up in Wirral. When it goes slack the drivers will wait on the 'rank' and passengers won't need the waiting room the drivers will, when it is busy the drivers will just pull on it and pull away with a passenger. The ph circuit are about to suffer the same problem that ours do and that is the drivers ignoring the phone work and driving straight to the 'rank' for a guaranteed pick up, no need to struggle down the side roads and find the punter. I'm sure the management will think they have it covered by telling drivers they are not allowed to pick up on the 'rank' unless assigned a job there but the drivers will just log off and work it anyway Fools imo unless it's manned but they'll soon get fed up of that too.
