They seem to get along just fine selling the vehicle along with the plates in Edinburgh

T "selling" of plates was the over-riding factor in Falkirk denying the cap (even after a Halcrow survey said 30 less taxis would have zero impact) on plates. They were concerned that it would put a value on the plates and lead to "nefarious characters" coming into the area. This despite the fact that somewhere in the region of 95% of the issued plates are to Natural Persons*. The corporate plates (approx 120) are held by 2 companies, neither of whom have shown a desire to sell.

* This lead to another question. Can the operator licence be passed onto blood relatives on the death/retiral of the holder? Or does it automatically return to the Council for re-issue?

You are just displaying your ignorance here Skippy. A plate cannot be transferred. A company which holds a plate can change directors and this is what happens in Edinburgh and a few other places.

it must be returned to the council if held by an individual. A company plate stays with the company, unless it is dissolved.

Not when the vast majority of plates are held by individuals and numbers are capped.

Not entirely correct

Family members and others can apply under a special circumstances clause, tho there is no guidance as to what a special circumstance may be

Leaves a bit o room for those in power to issue plates to certain individuals

The process involves surrender of the licence and re-issue of a new licence, often with the same licence number.
It's usually done as an exception to normal licensing rules e.g. no requirement to provide a WAV or to jump any waiting list etc.
Personally I think it's shady and shouldn't be allowed.

If a plate is held in a individuals name can said individual then start a company for the plate then of course company can be transferred?

No.
It would need one of those surrender and re-issue arrangements I described above. Whether they would do it depends on which council and why (and in some cases, knowing the right people or belonging to the right organisation)
It's entirely at the committee's discretion, they don't have to do it.

You can start a company and just apply for a plate in it's name. It would be treated just like any other application, and subject to refusal if the numbers are capped and the same conditions as any new plate.
