Well I don't think any DoT or DfT circular has ever applied in Scotland, because it's not their responsibility - it was up to the Scottish Office (or the Scottish Executive now) to produce their own.

However, no doubt there was an element of repitition.

I think that the Scottish Executive effectively said that they would follow the best practice guidance currently being drawn up by the DfT. That could well include guidance on the 'fit and proper' issue, but when the guidance will actually appear is anyone's guess :lol:

I suppose there's some mileage in that, but just because some law/measure/process/policy is compatible with the HRA surely doesn't mean that it's perfect?

ROFL - yes, I was just saying to Sussex the other night that I knew would crossed swords before.

Of course, you're wrong about 'the guys who used to disagree' - I think they went out of their way to get kicked off so that they could play the martyr, so made up a pack of lies about the site, but you knew that anyway because you are one of the liars.

In the last couple of days you have ably demonstrated where this site is right and you are so pathetic - you can't take people pointing out the shallowness of your arguments so run off in the huff with your tail between your legs, and those who were countering your arguments are deemed to be in the wrong.
