Is this a vacancy advertised by a council or government department or a commercial business ?

The latter ask such questions the former would see it as discriminatory

I don't see that a command of the English language is discriminatory. In most jobs it is essential. Pilots have a good command of the English language. Many white English people don't have a good command of the language, they tend to speak in grunts that are difficult to understand to people who have had a reasonable upbringing. I would not employ one of those if I couldn't understand what they are trying to say.

Roy I said councils see it as such I agree with you I personally don't think it is
