Yep! i told them id be getting one soon ( white lie) but they said they were unable to proceed without one!

Sounds iffy to me, your trying assess the cost of starting up your own business and they cant give you any Idea of what an insurance would cost you?

If you were so minded you create a theoretical Badge Number, or you could give a Registration of a Similar model of car off autotrader then submit it all for a price and see what happens.

Your not Fraudulently doing anything wrong unless you deliberately act on the quote given and take out an insurance under that false information and gain from it, all your doing is seeking a price and not actually taking out the insurance.

Later once you have a car and a licence then you can go for it knowing roughly the costs involved.

Dont know..in 13 years of Driving PHs ive never been asked for one until the point of purchase, certainly never just for a quote.
