Mayor 'appalled' by potential jobs impact of CWAC taxi changes



WINSFORD councillors are driving up pressure on the borough authority to re-think their ‘ridiculous’ decision to outlaw saloon car taxis from 2016.

Cheshire West and Chester have deemed that in three years time, all Hackney Carriages in the former Vale Royal zone will have to be wheelchair accessible vehicles (WAVs) – costing cabbies £27,000 each.

Dave Edwards, now a Winsford town councillor, led a successful fight alongside the Winsford Taxi Drivers’ Association to get CWAC to postpone their decision - originally due to take affect from April 2014.

But amid fears it will cause 60 drivers across Winsford alone to lose their jobs, councillors on Monday night, October 21, unanimously backed calls for CWAC to scrap the scheme altogether.

Clr Edwards, Clr Stephen Burns and local cabbie Mike Watkin – who spoke during the open forum – all said their experience of being a taxi driver proved that a ‘one size fits all’ approach to cabs would not work.

They said it was the wrong choice for semi-ambulant people, people with arthritis and those with other conditions who are unable to climb in and out of WAVs – which are typically higher off the ground and need hand rails to assist entry.

Clr Charlie Parkinson added: “This is a ridiculous situation that I don’t think anyone at Cheshire West could have thought in any great detail about.

“In two to three years time we may get one hell of a shock when people are actually unable to use their taxi vouchers because no appropriate vehicles are available for them.”

Clr Parkinson added fares in Winsford would have to be “£10 a foot” for cabbies to pay off CWAC’s cheapest licensed approved WAV - costing £27,000.

Mayor, clr Mike Kennedy, said: “I’m absolutely appalled. I made a mayoral commitment to work with local employers to help promote local business.

“In this legislation I can see that it will actually cause unemployment.”

CWAC’s new Hackney Carriage rules from April 2016 Hackney WAVs not older than 3 ½ years can be licensed for 15 years from April 2016.

Private hire vehicles also not exceeding 3 ½ years old can be licensed for 10 years.
