Our LA have added similar wording to the byelaws 'A deposit towards the cost of the fare may be required at the start of the journey, refusal may result in the fare being declined'. Not strictly asking for MUF but a 'deposit' towards the fare.

Ive just spoken to me mate in Telford who informs me that the police and council printed bright dashboard stickers with a message saying telling the punters that the taxis all operated a MUF policy between 7pm and 7am. The situation in Birmingham was the drivers wanted the council to make it a policy as captain said it was the wrong message , all the brummie drivers had to do was follow the lead in Telford and there wouldnt have been a problem. Someone tells me the association head honcho who tried to get this through at Birmingham isnt very tactful?

Taxi passengers in Telford are having to pay up front for using private hire cars at night – after drivers complained about a rise in the number of drunken disputes over fares and people running off.

Taxi passengers in Telford are having to pay up front for using private hire cars at night – after drivers complained about a rise in the number of drunken disputes over fares and people running off.

Customers have to pay before they get into the vehicle when travelling anywhere in the borough between 7pm and 7am.

The initiative has been backed by the police, who say they hope it will reduce the number of calls over disputes.

Sergeant Chris Munro, of West Mercia Police, said the idea came about after private hire drivers revealed an increase in the number of passengers arguing over fares – especially at night.

He said: “It seemed obvious that the best solution was to cut the problem off at source.

“If taxi drivers take the fare up front, it reduces the opportunity for any argument or for the passengers to make off without paying.

“Both private hire drivers and passengers know what the fare will be as the journey is pre-booked.

“By asking for the fare on entry to the vehicle, this will reduce the number of incidents between passengers and drivers and also reduce the number of calls from taxis to the police – normally at a time when officers are already very busy.”

Telford & Wrekin Council has produced more than 1,000 stickers which will be on display in private hire vehicles warning of the change.

The authority and the police used cash from the borough’s community safety fund to produce the stickers to distribute among the private hire trade for display.

Councillor Hilda Rhodes, Telford & Wrekin Council’s cabinet member for transport and community protection, said: “The aim of this is to make journeys smoother and safer for both the driver and their customers and also to relieve pressure on the police at their busiest times of day.

“The stickers will forewarn passengers that they will have to pay for their fare up front when they get in the vehicle at night and this should reduce disputes and prevent people from making off without paying.”

Black cabs, which use a fare meter, will be unaffected by the changes.

I think a liberal view of the act allows you to take a deposit, although the driver needs to say the right thing.

However if a driver thinks the punter hasn't sufficient funds then they can refuse. Remember it is now an offence to get into a cab without funds, unless the driver is informed and consents to take you.

By installing the Pay-and-go-taxis payment deposit unit you are taking away the confrontation that could be caused by asking for money up front. Even though you are effectively doing that the difference is that you are not physically sticking out your hand for money and implying that you don't trust the passenger. By asking the passenger to put the deposit into the unit, its like getting on a bus or a train and "paying for your journey" before you travel. The unit clearly displays how much has been paid in and signage on the taxi tells passengers IN ADVANCE that you use the Pay and Go system so if they don't want to pay up front then they can use another cab! No stress! So far the councils we have contacted are happy with the system and the local police forces agree with that.

I did a BHX to Leicester the other night and had been paid - in full - 3 days in advance, by Playpal

and Ive had a 20% deposit on a 50 mile job in January already

I dont deal with drunks

We have a sticker provided by council that reads " customers please note:- do not be offended when your driver ask for a cash deposit in advance. M etre rates apply and any credit will be refunded at the end of the journey" and the sticker has the emblems of the police and the council on the bottom. They are provided by the council if we want to display them

They use a system in, I think, Japan, where you put money in a slot and a display shows how much of the fare has been used. Once it gets to zero the cab stops and you get out or you put more money in.
