surely THE law out ranks licensing law?

Your saying a duly authorised person (in this case a Licensing Officer) cannot - under any circumstances - remove or demand removal of - a vehicle plate?

well when a local LA changed to "WAV's only" hacks any non-WAV hack (on the due date of the change) had the plates removed wherever the vehicle stood, if access was possible, so did they act illegally?

they gave all hacks due and fair advance warning - 6 months at least.....and that was it

maybe it was 12 months

it was over 10 years ago now

They can suspend the license if they go through the correct procedure, but if a vehicle is unsafe then the police or VOSA need to pull it off the road.

I dont think a LO has the power to stop a HC/PH which is why they usually swoop with the police in tow

Are you saying that if the council are doing a spot check on vehicles using the police to stop vehicles and the police to check the vehicles, you don't have to go and get your vehicle checked?
Similary, if the Council are doing checks with VOSA inspectors but it is the police that are stopping the vehicles, you still don't have to go to the inspection?
