By removing the licence plate does not suspend the vehicle licence.
Under section 58 of the LGMP act 1976, the plate may only be returned to the (by written notice, after which the licence holder has seven days from the service of notice in which to do this) for three reasons:- the revocation of the licence, the expiry of the licence, or the suspension of the licence under a section 68 notice of mechanical fault on the vehicle or it's meter.
In order to remove the plate under revocation or expiry, the council has to comply with section 60 of the 1976 act.
Technically in driving the vehicle without the plate displayed, could be deemed to be committing an offence- as a result of the actions of the council in removing it unlawfully.

well its current and there in black and white

the vehicle insurance would have to go from private to public hire, a meter would be needed, god knows how they get round age limits and WAV requirements....

Correct, although the vehicle may already have a meter.
