Id be disappointed to finish a shift with a ratio of under 90 percent miles to pounds earned. I achieve this pretty much every shift.

an average of 90p for every mile covered?

easier via a base/circuit being sent on to a nearby job obviously, not so for a standalone alone hack returning to the rank empty every time

Yep, i can imagine hacks ratios are a lot less, although maybe not that much as fares are usually higher.

I am ph in a medium sized town and our system divides town into 20 odd plots. Some argue that its too complicated, however i like it as i just park in area where I'm position 1 on quiet nights, on busy nights jobs waiting wont be far away.

My good man, you misunderstand entirely, I'm not talking of pence per mile, I'm looking for the ratio of MOBILE miles
to LIGHT miles. Irrespective of how much you charge for either ... For every 100 miles travelled, how many of them were with passengers on board?

Apart from flukes, has anyone achieved more than 80% paid miles in a shift? If so, how do you do it?

Yes.

Have one client, who you work for the whole day, and charge for each journey carried out (rather than doing at "as directed").
You will then get paid 100% paid miles for each shift, with the exception of leaving home to pick the client up (usually at their home), and dropping them off and going back home yourself.
