NO. They cant be legal because the drivers and cars are not licensed.

Then why are they being allowed to trade?

Because no one is stopping them.

Is it because folks are only moaning on forums and twitter etc.

Complain to the police and the council, if no luck then to the police complaints mob and the ombudsman.

I think apathy plays a big part in it.
I remember the when the National Limousine Association were trying to get illegal limo operators stopped. We made hundreds of calls to licensing authorities, VOSA, Traffic Commissioners and absolutely nothing was done about them at the time. It took several years before the authorities started to take notice and it will probably be the same with this. Properly licensed services are so much easier to control.

I have been speaking to someone who has already made representations to various licensing officers except I think Birmingham?

I will up date when I get more info.

PCO Regs atate "(3) It is a defence in proceedings for an offence under this
section for an operator to show that he exercised all due
diligence to avoid committing such an offence"

So what due diligence did AL do?

It has been mentioned on here that they are not licensed at Birmingham but they are plugging that operation in this article,

The article says that they don't sub contract much but my mate does loads for them through a 3rd party. His car is not as new as PCS state either. It is 5 years old now and has about 300,000 miles on the clock.

They say they have 70 cars at Birmingham, why would they need to sub contract.

Maybe they haven't got 70 cars. Maybe most of their drivers are not ex police and military. Maybe they don't do work for the government.

By the way I have had it confirmed by Addison Lee that they are no longer using PCS. Cited the fact that PCS's licensing arrangements did not meet the requirements.

Anybody use Twitter? Can you ask them for a comment https://twitter.com/pcschauffeurs

By far the best and most accurate article I've read on licencing matters; it should be compulsory reading for Uber and the likes of them.

Its obvious to me that the new technology is leading to the end of the rules as we know them

way back when, a car had a radio, your range was limited by the range of the radio.....

now, with a little forethought a hack in a town 20 miles away can work happily through a hack base using Mercury (type) despatch on the cellphone networks (or indeed anywhere)

We have here 3 LA's in close proximity, we are central, so with targeted advertising, a non-geo phone number (i.e. a freephone) and a suitable trading title punters could ring in from any of the three and get a vehicle maybe plated in that area or legally doing the job, also cars from one area dropping in another would be available to do work back into their own areas maybe, running back empty is a sin.....lol

(waits now for the howling of upset hacks....)

And that's why the LC want everything freed up.
