I bet that was designed by a graduate engineer fresh out of uni. There would be guidelines to follow which would tell them the decent angle and by following the guidelines this is what you get. If they had just put up a ramp from top to bottom I guarantee that at some stage it would be said that it is to steep to push the chair up.
