It's not licensed if it's been repossessed.

Whilst it has a valid license on the vehicle it is still licensed. They should have used a recovery truck.

When the High Court has issued a writ an appointed High Court officer can drive anything away. A motor traders would've covered them in all cases.

He hasn't passed any knowledge.

He was a slave, otherwise known as a London Minicab driver. The London Minicab circuits import them in their thousands.

Not speaking English is almost a prerequisite for gaining a Minicab permit in London.

When I was PH in london, anyone could drive my PH car with the right insurance.
The same with london taxi's a few years ago, my aunt used to drive my uncles cab for shopping trips.

Insurers now ask how long the insured has held a badge and wants to see a copy before cover is granted....

I wouldn't say it was cheap. It is a fleet policy for 16 vehicles with any driver. I am given guidelines regarding convictions and age of drivers and provided that I obey these guidelines I don't have a problem. If I want to employ someone who doesn't meet the guidelines then I ask the insurer and they say yes or no or how much extra.

I have 4 of them.
Most PH vehicles here are exec type cars. There are no "proper" circuits here most cars are Hackney and I think only 3 of the are WAV and of the 3, one of them has ramps that don't work.
