 Post subject: A WAV or a Saloon?

A few years ago one of the lads on our rank decided to buy a WAV and use his saloon plate to plate it with. The Council told him back then that it will always be a saloon plate and if he ever decided to take his WAV off the road the saloon plate is still valid for a saloon. The plate is numbered 20, it's been a saloon plate for the last 25+ years.

Last year he had a motorbike accident and had some plates inserted in his back, he started back to work just after January this year but he's been struggling to do heavy wheelchair work, he's decided to take the WAV off in July and plate a saloon up.

The Council have turned round and told him that it must be replaced with another WAV as they've changed their minds, they've not written to him or anything. He's been to every department in the Council and they've told him that it must be replaced with a WAV.

What's the score on this?

Are WAV's in the district subject to any discounted license fees?

He has old papers that the plate is for a saloon and always will be a saloon.

Actually it will of a fashion! The exemption for him will exonerate him from doing WAV work/heavy work of any description, as such if he keeps the vehicle, it sort of exonerates the vehicle he is driving i.e the WAV as the council will not be able to claim he has to do what is considered NORMAL WAV work.

That is correct, he got the exemption certificate when he started back to work. He's not trying to shy out of wheelchair work by getting an exemption certificate. He wants to plate a saloon car just in case he offends someone with a wheelchair when he says he's got an exemption certificate.
