Hmm, I'd say the cost of producing a badge for three years is the same as for one.
So if it does cost £138 to produce a badge then they make £145 profit minus the cost of the CRB.

3x 1 year badges at a cost to the council of £138 = £0 profit. Driver pays the £138.
1x 3 year badge at cost to the council of £138 = £? profit. Driver pays £283.
