Pre booking is a week , a day, ahour , a minute,in time but who knows if someone asks you on the street phone your office hand them your phone and let them book it in , then let them into your car & take them .NO LAW HAS BEEN BROKEN.if you are a one man band have a booking form in you car and just get them to fill in basic details.
No council have not stated how much time is involved for a Pre booking.

What about just telling the punter,im not a "taxi" mate.Youll have to ring one or flag one down :-o

But why should you have to turn away a job. in rural areas there could not be a taxi passing for ages if at all.

Most PH drivers are only doing PH because they cant get a hackney badge due to council regs, so why cant they use the law to there advantage .Iys a Tough world need to take money where you can. PH has the same expencess as Hacks .

I dont agree with just picking up but by either a phone call to the office or getting the punter to fill in a booking form before getting into the vehicle I see no wrong doing.

In my rural area of Shepway, aka Folkestone, I don't particularly want a hack badge as I can't be arsed to learn Folkestone or the Alkham Valley, it's about 18 miles from base! I prefer to stick to Romney Marsh where the quality of the people and sheep are better. That's why all cars on the marsh are ph and not hacks.

the booking is received in the district with a circuit

Understand the district bit, but not the circuit bit.

I often work at ort local airport. Rarely do we see a hackney on the "rank". Our firm pays for the facility to rank at the airport exclusively. There is a "taxi marshall". As punters come to the rank, they give their destnation to the marshall who fills in a docket in a duplicate book. The top copy is given to the next driver in turn and off we go. This does provide the relevant audit trail of a pre booking. However the new "act" seems to mention a "there and then" hire being for "taxis" only. Are far as these jobs are concerned I would bet the punters regard this as a there and then hire.
