Yes that's why I said it wasn't exceptional. The traffic in the daytime was terrible in central Liverpool because half the roads were closed plus there was about 3 times as much traffic as there normally is because of the events. So the 3 fares I got into that area in the day necessitated sitting in traffic for 20-30 minutes to get back out again.

This is true, but what are they supposed to do about the fact that many Sefton drivers also work in Liverpool and Knowsley and vice versa- should they also be tested on those areas? I think all three areas should be amalgamated into one licensing authority and drivers can be badged in one or all areas depending on which knowledge they've passed, similar to london. After all it's one big metropolitan area, just separated into three licensing authorities.
