Not all of it by licenced drivers, the point is it's already happening and you want to make it easier for these people to have access to licenced vehicles. If I had faith in the enforcement of of such vehicles to ensure that they were being driven by responsible people who won't take the opportunity to work when the original driver isn't using the vehicle I too may see things in a similar but naive way

Rapists will do their disgusting deeds no matter what, and [edited by admin] punters will get into any vehicle late at night.

The Dereg Bill will have no effect on the number of rapes committed by unlicensed vehicles.

No of course I am not saying that, I am saying that when the EASIER opportunity is available IT WILL BE TAKEN ADVANTAGE OF.

Yes they will and yes they will, but it is not the point I am making.

The Dereg Bill will have no effect on the number of rapes committed by unlicensed vehicles.

You are entirely correct, but there will be some in Licenced Vehicles being driven by un-licenced drivers.

With the lobbying going on, with the cross party commitments to object to these amendments by Peers, I am hoping that we are actually wasting our time discussing this as they will fall in the House of Lords. Time will tell.

Quite right they're not lobbying against it there, but, they do have a particularly high % of such incidents in London. I guess that's just coincidence

But most, if not all, attacks on punters are carried out by licensed drivers in licensed cars, or unlicensed drivers in unlicensed cars.

The scaremongering we hear, from people who should know better, is about this mythical amount of unlicensed drivers in licensed cars, who have the permission of the licensed driver to be in the vehicle.

It doesn't happen.

It will happen when driving a Licenced Vehicle as an un-licensed PH driver is itself allowed.

All should be done to proscribe opportunity, this will provide opportunity.

Perhaps people would know better if they considered the ramifications properly.

I'd say it is more likely rather than less likely.

I wouldn't say it will or won't happen. Only that the probability is increased.
