‘Drinks industry is holding Hartlepool council to ransom’, claims MP seeking 2am closing times


HARTLEPOOL MP Iain Wright is calling on licensees to close pubs and clubs at 2am following several serious assaults and the death of Hartlepool dad Mark Dixon.

Hartlepool Borough Council has decided against plans to officially scrap 4am closing across the town’s nightspots.

Members of the council’s licensing committee met to discuss the possibility of adopting an Early Morning Alcohol Restriction Order (EMRO), which would order bars to close at 2am.

It comes as police say violence has fallen overall since it peaked in 2006, but there have been several serious incidents in the early hours over the summer, including the death of town dad Mark Dixon.

Mark, who was married to Loraine and dad to five-year-old Ella, died at James Cook University Hospital, in Middlesbrough, almost a week after he was attacked in Victoria Road after 4am on Sunday, October 5.

Local authority chiefs are also looking into the possibility of charging licensees a Late Night Levy to cover council and police costs related to staying open later.

Despite many of the bars voluntarily opting to close at 2am, although they are licensed to remain open until 4am, and licensees and taxi drivers widely agreeing that there is a lack of trade in the town, the council opted against officially adopting an EMRO.

The town’s licensees, however, could yet decide to voluntarily close at 2am when they discuss the issue next month.

And Hartlepool MP Iain Wright has encouraged the pub owners to shut early.

He said: “The key priority has to be the safety of the people of Hartlepool.

“Any threat to health and safety, where people are being hurt or there are fatalities, has to be avoided.

“I’d hope commonsense prevails, and I hope the licensees show some collective voluntary restraint by agreeing to close at 2am.

“I also feel strongly that the drinks industry in general is holding Hartlepool council to ransom.”

National pub chains and brewers have previously indicated that the introduction of an EMRO would have a negative impact on the industry, and have warned that any local authority bringing one in would face a legal battle.

Ian Harrison, the council’s licensing chief, said: “The general consensus is that business is significantly worse now.

“I’m yet to meet anyone who doesn’t recognise that pre-loading, where people drink in the house before going out, is a detriment to licensed premises.

“People often come out already drunk, they use the facilities of the licensed premises without spending much money.

“When there is disorder at the end of the night, the licensed premises carry the can.

“My personal and professional opinion is that I agree with people who would welcome going back to 2am closing.

“But there are no EMROs anywhere else in the country. We’d be the first to do it, and would be open to considerable risk as a council.

“There is no doubt there would be a judicial review. There is no doubt that a 2am closing time is what we want to achieve, and if it couldn’t be challenged then I would recommend an EMRO.

“But that is the reality, and I cannot recommend it.”

All of the members voted unanimously against bringing in an EMRO after listening to Mr Harrison’s advice, though Coun Rob Cook said he felt the council was being “threatened”.

Coun Cook said: “I think we have a gun to our head over this if there is a threat of a judicial review.

“Look at the police resources, the council workers, the NHS.

“Look at it from the point of view of people’s health. We all know that if we close at 2am, people will still drink the same amount as they do when places shut at 4am.

“I appreciate the reasoning behind the recommendation, but as an authority I think we have to consider the people of the town rather than being threatened.”

Correct, Nottingham have just introduced a late night levy on all pubs and clubs.

Licensing Hours

I have written before my belief that Britain can never have a cafe bar society. Sitting in the sunshine, drinking ‘Pimms’ and watching the world go by maybe appealing in balmy Monte Carlo, but it doesn’t translate very well to the reality which is a wet and windy Tuesday afternoon in Heysham watching the turds float past the power station.

If you go into any pub in my City on a mid morning you will find a collection of alcoholics, they stink of p*ss and stale cigarettes, they don’t bathe or shower, and very often they’re Scottish. I can’t imagine them being the image of Britain that New Labour actually wanted when it relaxed drinking hours.

Indeed, it is now a common sight to see all manner of young people wandering the streets armed with a can of “Stella” rather than Coca Cola, which admittedly may please dentists.

For these reason’s Britain must return to its former licensing hours, the current ones are aimed at a population that doesn’t exist, perhaps its a good job half the population seem to be Polish, or were, apparently they saw our disaster coming and have decided to go home.

There are other reasons too, when I first started driving cabs many years ago, a shift could be set around the licensing hours. Early evening - taking people to Pubs and Working Men’s Clubs - 11pm taking people, either home or onto nightclubs - 2am a mad hour when all the clubs close at once.

Now we have pubs opening till 3am and later, people seemingly don’t go to nightclubs anymore, they stay in a pub or don’t go out because they can’t smoke, preferring a non stop boozing session behind closed doors (which is probably more dangerous than any amount of passive smoking).

With Pubs closing down on a countrywide basis, even in the ‘busy’ town centres, can anyone tell me how the change in licensing hours has actually helped the pub trade? It seems to have helped them in the same manner as ASDA helped the High Street, or Israel’s gunship’s help Palestinians. It certainly hasn’t helped the cab trade; the extended hours haven’t achieved anything other than cab drivers working longer for the same amount of fares.

Additionally, the smoking ban seems to suit a few middle class gobsh*tes who don’t seem to like the working man having a fag and a pint in a pub. These people don’t go to pubs too often, but when they do, the last thing they want to meet is an underling from some godforsaken council estate, they could never be described as regular, they call their children names such as Tarquine and Fifi, and are possibly the sole reason we now have league tables for schools.

I’m being quite serious here in respect of the smoking ban, this isn’t one million miles away from what the **** party could have achieved at the height of its power in Nuremburg.

My cigarette packet is now like a scene from an autopsy, a common pub game is top trumps, my picture of lungs beats trumps your picture of useless sperm. In actual fact I am quite surprised that no tobacconist has yet been in touch with “pannini” to get some-kind of sticker album going.

It was far better before when the streets would be empty by 3 am.Try asking any local plod here and theyll tell you the same.Were not continental europe,we go out and drink as much as possible and then cause trouble/get in trouble ect ect.Have a gander at your local Aand E on a weekend ! i noticed the other month whilst out in cab late sat night/sun morning that you can buy booze 24/7 at the tesco/total petrol stations.I thought there were restrictions on sunday ? Anyway for me all night drinking means more hours for same money and more trouble .
