Last year a PH company asked the council to change a 24 hour rank into a night rank.

It seems that our Licensing officers have been extremely busy for the last 12 months observing the Bridge St rank with a view to changing it to a night rank only. My question is how can a 12 month observation be done in just 7 days.

Maybe they forgot that they were supposed to be carrying out this 12 month observation so just cobbled something together to make it look like they were actually doing something.

Bet that took some effort, or maybe that was the week that it was raining so they decided to stay in the office in the dry.

They didn't need to go outside, it was all done with CCTV.

The question we need to ask ourselves is why is the council considering closing the rank in the first place ? Since 2008 the number of black cabs in Chester has risen from 77 to over 180.
In any town or city there are going to be certain ranks that are busier than others, Chester being no exception. You only have to look at the opposite side of the road to see why this rank is under used. There is a private hire office there. When we pull on the rank in the day time the operator from said office will call 1 or 2 cars around to "cover" their door. Thus, intercepting any punters. I have also known them to fill the rank with their own black cabs to stop us using the rank.
I think the Council's time would be far better used looking at cctv footage from any weekend night to see the chaos that this private hire company causes when they "flood" the street with their vehicles, there maybe 5 or 6 jobs on their door and the operator will call upto 20 cars around at once. I won't even mention the illegal booking procedure at the office that the council turns a blind eye to.

lets get this right. The company with the office across the road is a PH company but they also have Hacks. is this correct?

Yes, they have a fleet of over 300 phv and approx 12-15 hacks.
