Yes.
If some chav bird with a baby buggy refuses to give up the wheelchair space, you have to tell her granny to get another cab.

I find it strange that a taxi can't take a buggy with baby in, when a bus clearly can.

Maybe that will change when there is a big claim against a bus company when an unsecured little one is injured.

Yes they can the buggy faces the rear with the break on and the WC belt is put around it
