61 would give them all the right to set an entry criteria - knowledge test etc - which could be as easy or as hard as they want it to be.

Between 60 and 61, Uber could struggle to put new vehicles on the road, leaving them competing with the rest for the existing pool of vehicles and drivers.
Staying within the rules could seriously limit their potential to flood a market.......

you only partially answer - UBER are recruiting existing drivers aren't they?

I have no idea.
Limited plates and knowledged drivers could be a game changer though. Fewer part timers and fewer cars to go after. Interesting times?

Here's the thing, how do you survey demand with no rank surveys and no phone data from private companies wishing to increase the size of their fleet? :?

Uber could use their app as proof of unmet demand.

I don't understand - unmet demand for PH maybe only?

has demand for PH ever been considered in Scotland?

I would imagine the onus would be on PH (Uber) to provide data proving unmet demand, jobs per hour per amount of vehicles available to PH companies, plus any unmet demand within the hack trade must also be taken in to consideration, if a SUD is showing no demand within the hack trade it would surely be deemed that there is no demand within the PHC trade as well.

LAs in Scotland have powers devolved so as to regulate, restrict according to market forces, one of the aims is to stop saturation, PH shouldn't be exempt from restriction

Isn't it in some plan to restrict PH, so one would assume a plan to assess demand must be in the plan somewhere.

Or maybe the f***wits behind the plan missed that little nugget. ](*,)

Dougie, you just make this shi* up. #-o

Taxi and PHC are two different markets and the demand for one doesn't necessarily follow the other.

You cannot carryout a SUD for taxis and then claim this also applies to Ph. #-o You would need specific evidence on which to base your claim, coming directly from the PH companies whose interests are not best served by having a cap. And why should any Ph company handover information that might work against their own commercial interests? :?

You just agreed with me Skull

If PH are unwilling to provide data then surely that would work against them :?:

Fact is though Scottish LAs are allowed if they wish to restrict PH licences :D

A radio circuit within the hack trade is no different to the PH trade

Don't talk shi*! Ph are not obliged to hand over commercially sensitive data to anyone and the council is not in a position to pass judgment on data that is not in their possession.

Oh and the fact is, councils are not allowed to restrict Ph licenses without first attaining the relevant information to support that decision.

As for the radio circuit being no different to Ph, that is bullshi* becasue they are not interchangeable. You don't phone for a Taxi and then end up with a Ph at your door. #-o #-o #-o

Dougie are you feeling alright? This Uber situation seems to have made you more unbalanced than usual. #-o #-o #-o #-o

Aye but Ph and Hacks don't work the same radio circuits in Edinburgh and the data would still be commercially sensitive and not readily available to the council.

On the other hand, Uber is catering for all kinds of licensed vehicles and drivers, so even Dougie and flower can use their app by registering their taxis. =D> =D> =D> =D>
