Given the wide variation in rates charged (from the ripoff to the stupidly low) i cant see how HMRC could settle on any fixed ratio

Apps will make the Taxmans life a lot easier in the future and also the cabbies if ever they feel aggrieved. That said wait til they tell you that you got a tip off every punter of a certain % and start taxing that as well.
