The Rolling stock aren't owned by the Train Companies they're owned by
(ROSCO's) then are leased to Train Operating Companies.
ROSCO's were set up by the Tories when they sold the Railways off in 1993, they leased the rolling stock back to the Train Operating Companies making more money for their mates.
Most of the rolling stock is now owned by a Hong Kong based Company.
