Why? I think you're getting the licenses mixed up. I'm not referring to the DVLA license I'm referring to the paper license issued by them as I clearly stated above.

It is the paper part of the dvla license that is being abolished not the local authority license.

Well since I wasn't referring to the DVLA it matters not really does it
