Call for the wolf whistle police! Officers are alerted after 'daily campaign' by builders who stood in 23-year-old's way and said: 'Morning love'

  • Poppy Smart, 23, accused builders of sexual harassment for wolf-whistling

  • Compared it to racial discrimination and asked other women to speak out

  • Building firm claims CCTV footage proves it was not one of their workers

  • Police investigated Ms Smart's complaint but took no further action

When Poppy Smart was wolf-whistled at by builders on her walk to work, she at first tried to ignore it.

But as the whistles and accompanying sexist comments turned into a daily ritual, the 23-year-old began to get upset.

Finally, after a month of unwanted attention from the men on the building site, the marketing co-ordinator decided she'd had enough – and called the police.

Miss Smart, who recorded the constant whistling using her smartphone's video function, also contacted one of the construction companies working at the site to complain of sexual harassment.

She compared the wolf-whistling to racial discrimination and said it made her walk to work in Worcester city centre an 'awful experience'.

One of the workers even approached her on the pavement, blocking her way, before saying 'Morning love' after she had ignored a cacophony of whistling, Miss Smart said.

'He was probably 18 or 19 and got right in my face, standing next to an older man. He didn't touch me but they were in my personal space in the pavement, in my way, even though I literally blanked him. It is incredibly intimidating. I'm quite a nervous person and this has made my anxiety worse.

'The whistling went on for a month. I eventually contacted the building company and the police on the same day when it got so bad. I even considered changing my route to work but thought, 'Why should I do that?'

West Mercia police confirmed they had followed up Miss Smart's complaint as a possible incident of anti-social behaviour but had not taken further action.

A spokesman said: 'After consultation with the woman who reported the behaviour it was decided that the employers would deal with those said to be responsible.'

Although wolf-whistling is not a specific offence, workmen who repeatedly make obscene comments to passers-by could be convicted of a breach of the peace.

Miss Smart, from Worcester, was first whistled at in the middle of February when she started a new job.

The builders concerned were working on the expansion of the Bolero restaurant.

Miss Smart said she had not seen the men responsible since she complained to the building company, Fimeca. The firm's boss was 'shocked and annoyed' at his staff's behaviour and asked her to contact him if there was a repeat, she said.

Fimeca Building and Maintenance, of Pershore, Worcestershire, said the matter was being dealt with by the firm's solicitors but refused to comment further.

Miss Smart said she had been targeted on other occasions in Worcester, not just near the building site.

'Men will lean out of their cars or vans and shout comments about my appearance or whistle and I have seen this happen to others as well. I don't think such comments, even if they are considered complimentary by the perpetrators, are appropriate. It makes walking through town an awful experience.'

In 2012, David Cameron insisted wolf-whistling would not be made illegal in Britain despite signing the UK up to the Council of Europe's convention on violence against women, which pledges to outlaw 'verbal, non-verbal or physical' sexual harassment. At the time, Mr Cameron's official spokesman said: 'We have harassment laws in this country. We are not proposing to criminalise wolf-whistling.'

Sarah Green, of the End Violence Against Women Coalition, said wolf-whistling represented 'everyday sexism' which should be stamped out.

'Sexual harassment in the street is too often regarded as trivial when the reality is that many women feel humiliated, insulted and sometimes intimidated by it,' she said.

'Men who respect women do not do it.'

having seen the behaviour over the years of various groups in and around the town and beyond I would say the attitude of women towards men is just as bad as it is from men to women.

Personally I'd be flattered if I attracted whistles, not so sure I would appreciate it if I was stopped in my tracks though.

Wolf-whistling builder questioned by police says he was paying woman 'compliment'

Ian Merrett claims wolf-whistling is 'part and parcel' of working on building site as he refuses to apologise following complaint from Poppy Smart that sparked police visit

A builder questioned by police for wolf-whistling at a young woman has claimed he was paying her a "compliment".

Ian Merrett, 28, said it was "part and parcel" of working on a building site and even bragged about using "cat-calls" to seduce a string of other women.

The father of one was questioned by police after Miss Smart, 23, secretly filmed him and accused him of sexual harassment.

She claimed she suffered daily wolf-whistles as she walked past the building site on her way to work as a marketing co-ordinator at a digital media firm in Worcester city centre.

The issue sparked a national debate with women's groups condemning the builders' behaviour, claiming it promoted "everyday sexism", while others criticised Miss Smart for wasting police time.

But Mr Merrett, from Worcester, defended his actions, and said: "It's highly likely it was me who did that wolf-whistle. I've seen the news coverage and it's not right. I'm a builder and my mates are builders. We are all hard working people and our reputation has been damaged.

"Wolf-whistling is part and parcel of working on a site, it's complimenting a girl. I can remember that day when she [Miss Smart] took the video, we were under-pinning a wall that day."

He added: "I only saw the back of her, I didn't even see her face and you can see in the video the wolf-whistle comes after she had passed the gate.

"I didn't even see her face, and I wouldn't recognise her if I fell over her in the street, so I don't know how that could possibly be sexual harassment.

"Police came to our site and said someone had made an allegation of harassment. They showed us the video so we stopped doing it.

"It's not worth getting into trouble over some silly little girl. I don't know why she complained, she must be thinking things above her station. I'm sure if she walks past again and she is lucky she will get wolf-whistled again.

"I have wolf-whistled so many girls and got so many birds and snogged so many girls off the back of that, and never had a complaint before. But I've got a girlfriend so need to be careful what I say."

Earlier this week, Miss Smart condemned men who wolf-whistle, claiming it was demeaning and compared it to racism.

She said: "I've noticed this behaviour more and more around the city. Men will lean out of their cars or vans and shout comments about my appearance or whistle and I know and have seen this happen to others as well.

"I think more women should speak out about this behaviour, maybe it will make people think twice. Imagine hearing someone speaking that way to your sister, mother, wife or daughter.

"Personally I don't think that such comments, even if they are considered complimentary by the perpetrators, are appropriate. It is very disrespectful and is comparable to calling out at someone of a different race or religion."

West Mercia Police confirmed they investigated the allegation, but did not take further action.
