Ok.

So I want to go into town.

It is rush hour and I am having a day off.

Can I use the taxi/bus lanes?

Bare in mind that out of service busses use the lanes.

Depends on the traffic order the bus lanes came with.

But most, if not all, bus lanes that allow taxi/PH in, allow them at any time with or without punters.

Right. Call me whatever you like.

But the term exempt can be referred to being exempt as I am exempt from using the lane as in nope.

Or I am exempt from the rules so yup.

Unfortunately, Latin is and never has been one of my strong points.

In law a 'taxi' means hackney carriage, private hire vehicles are not 'taxis' and are not allowed to use bus lanes, if the signage states 'bus and taxi'.

Some authorities have exceptions and do permit PH vehicles to use bus lanes, others don't officially permit PH in bus lanes but don't bother taking any action. So in general, no, you can't use a bus lane if you're a PH vehicle but it depends on your local rules.

I have never seen a bus, taxi, and private hire sign.

It all depends on the Traffic Order.

Most bus lanes that allow PH will have a definition of taxi in it that includes PH, my manor does just that.

Here a PH can use the bus "short cut." I think I am right that in Leicester PH can't use the bus lanes but Hackneys can. In Nottingham City only wheelchair accessible taxis can use them.
