don't Edinburgh PH have metres fitted though, with tariff sheets, so they cannot charge more when a surge is on.

Not if its stipulated on the tariff sheet, or the 1982 act if you read it, where it states a driver cannot charge anymore than set by the council in that licenced area, unless going outwith that area, then the fare must be agreed

Are the commercial companies held by this act?

Yes,
If you recall a few years ago, eph, when either a fare increase or metres where fitted, wanted to charge less than the blacks, (a whole whopping 30 P) they had to approach the council to do so, the metre was reset and sealed again after the agreement.
All taxis and PH come under the 1982 act, and are the responsibility of each individual council.
So with metres being fitted to eph, owners and drivers must use there metre within their area, and cannot charge more than shown on that metre, so if they use uber, and the uber price says for EG, £10.00, and the metre , that must be on, says £7.00, the drivers and owners, could be in the sheit with the council, for overcharging

No I cannot without looking it up, but if a metre is fitted it must be used from a to b within the area applies to taxi and ph, then the driver can discount from the total if they wish, if no metre fitted a tariff sheet showing the mileage prices should be available to any customer wishing to see it

I decided a few weeks ago to try Get Taxi and downloaded the app.I have heard some people saying it has already failed here and others speaking highly of the app on the ranks. This app is exactly what the black cabs in Edinburgh needed.

So after Get Taxi checked my badge, registration, admin etc I was working the app.

This is my personal experience as a street cab. You are in total control, you can do as many or as little jobs as you like. The demand appears to be high and my personal earnings have gone up. I regularly book an airport run or station job for the morning start. I was a little worried about using the technology by it is simple to use and an excellent design.

I get sent an invoice to my email every Thursday regarding my previous weeks work and the money is in my account for me Friday. Any questions I've had someone at GETT has contacted my right away.

Today for example when I've dropped away from the city centre I was sent a job. That is better than driving back empty.

I know money and earnings can be a taboo subject but I'd say in my experience that using this app in the last few weeks as well as street work that I'm 2 days wages better off per week. That is huge in any business and long may this continue!!!

All I can say as it works for me and is a massive advantage and can only get bigger and better. The nightshift guys seem to do even better.

I've got no monthly fees or system to buy. I wish I'd downloaded it earlier.

This is only my personal experience, I'd welcome anyone to give it a go.

But if all you black cab chaps started using this app, then you'd would all be worse off eventually because they would be taking a cut of the fare, and when it all levels out as more do the same then your back to where you started but earning less than you were pre-app because you'll continue having to give the app owners their slice of an ever diminishing cake. Your only better off now because it's not spread to all drivers, your gaining by having a temporary edge over your black cab competitors...same will apply to Ubers type PH app drivers, they'll earn less and less as more and more do it, again the only long term winners are the guys taking a cut..the appsters themselves.

I do think if all black cabs were under the same flag Uber would struggle in Edinburgh

What flag..each flags backer seems to want your money for you letting them tell you where you should be.

Im PH and well out in the Stix.. Apps wont work for lack of cell phone coverage and Uber will have much bigger fish to incinerate...I'm not phased by either, Iv'e had to stand on my own two feet all my working life, it goes with terrain out here where people still look after each other.
