That's not been the case for about 2 years now.
You get a ticket, and then you appeal direct, they refuse and then you appeal to Popla or the other appeal service. This costs the ticket company £30 ish, and you nothing.
If you win the appeal, great, if you don't then you keep all your letters just in case you are the one in 10 that they take to court.
