If a taxi firm which is running with an all hackney fleet moves their base from District A to District B but has all their vehicles licensed in district A and takes all their calls at an office in district B is there any issue with the legality of that as they do not need an operators license as they are an all hackney fleet

If they are all Hackney I don't think they are doing anything wrong provided that they don't pick up off the street in the district that they are not licensed in.

If the firm is all hackneys it's doesn't matter where the office is, and for the record they don't need an operator's license anywhere.

So 1 central base could handle calls from anywhere and resend to hacks in any area legally?

Yes, they have always been able to do this. It is only private hire outside London that can't do this until the Deregulation Act comes into force.

so then, a base advertising as "nationwide" and only dealing with hacks could trade without issues, would that include Scotland with its different regs? (pass work to a Scottish hack)
