It would have to be enforced by a sign stating 'wheelchair accesible taxis' and as an approved one doesn't exist (I think) I'm not sure it would be enforceable. But then again if a TRO exists does it also need signage, it must do otherwise no-one would know the restriction ?

The signage and wording are included in the TRO. You can find it if you look in the right place. There is a thread on here somewhere that gives the details because it has been discussed before.
