Hello everyone,

I work as a phd. Question is: a hackney can act as an operator for a private hire?(example:my mate who is a hackney driver can not fulfill his bookings because they are on the same time,can he legally pass it to me?)
Is there any legal way of doing long runs without beeing licensed as a hackney or getting the private hire operator license aswell?

A hackney can pass work to any private hire. It doesn't matter if it is short distance or long distance if you are being paid to do it you need a license. If you are employed by a company and you are driving that company's vehicle to transport that company's staff then you shouldn't need a license.

Even if i've got my own bookings?can i cover my ass saying it was given to me by hackney friend? Planning to get the bookings from my website...

No, and that applies to short runs as well.

Sorry, I think I made a mistake, You would need an operators license. A hackney can pass work to a private hire operator, not directly to a driver.

a PH "OPERATOR" (not a driver) with his/her own ops licence can take work from..

Any member of the public
Any Hackney OWNER (hence operator) anywhere
Any other private hire OPERATOR (not just a driver) in the same LA

but NOT from a PH operator OUTSIDE his/her LA

To do what he wants he needs an operators licence, and all three licenses should match.
Your answer to (b) is correct until the 1st of October, then it's wrong.

My COUNTY council school transport dept have such a great understanding of HC/PH booking regs they state an contractor may (in an emergency) sub a job to any other contractor...be they HC or PH

meanwhile, at a meeting, they insist they had instances of a PH vehicle with HC insurance and also HC vehicles with PH insurance...

i really need a job at county HQ
