Drivers have been forced to pay thousands of pounds into the service despite Dundee City Council’s inability to hire a single member of staff.
The local authority is understood to be making one final effort to secure marshals before considering refunding the money levied.
Before that can happen, however, the Scottish Public Service Ombudsman will intervene to scrutinise the council’s actions.
The investigation follows complaints from taxi drivers unhappy at bankrolling the scheme for the past 12 months without any benefit.
