It rather depends on what the problem is.
You can try the district auditor or the ombudsman.
before the ombudsman will look at it you have to go through you Councils complaints procedure.

The make a complaint to the ombudsman and or the district auditor.

In the mean time send in FoI requests seeking a properly defined 'profit and loss' account for the last 5 years.
