Bradford passengers urged not to use Rossendale cabs amid safety fears


A CABBIE 'war of the roses' has moved up a gear, as Bradford Council tries to clamp down on drivers getting licenses from across the Pennines.

The deputy leader of the council has said she would not feel safe getting into a minicab which had got its licence from Rossendale Council in rural Lancashire, instead of Bradford.

Councillor Val Slater claimed drivers who were turned down for licenses in Bradford were going to Rossendale, where standards are lower.

But she said she has not been able to convince Rossendale Council to tackle the problem.

She said: "We have tried, officers have tried, we have all tried to talk to their leader about why they are setting these low standards.

"I would not get in a private hire that was licensed in Rossendale."

Now she is urging anyone ordering minicabs locally to specifically ask for ones with a Bradford licence.

She said: "If you want to be 100 per cent safe in a private hire, make sure it has got a Bradford plate on it. Ours are bright yellow."

Cllr Slater, whose portfolio includes taxi and private hire licensing, said Rossendale had lower standards for knowledge tests, English tests and criminal record checks.

Cabs with Rossendale licenses are also immune from Bradford Council's vehicle safety spot-checks.

Last month, an enforcement officer from Rossendale Council agreed to join Bradford staff on a spot-checking exercise.

Four Rossendale-licensed cars were pulled over, with officers finding problems with all four.

Two were deemed so serious, the cars were taken off the roads immediately.

Cllr Slater said many councils across the north of England were having the same problem with an influx of Rossendale-licensed vehicles.

She called on the authority to ask all would-be drivers where they intended to work, and refuse licenses to those who wanted to work in other areas.

And she questioned why Rossendale seemed so keen to hand out so many licences, as by law councils had to ring-fence this cash for taxi services, and couldn't use it to prop up other council work.

She said: "Somebody needs to look at their accounts, because our accounts here are kept totally separate."

Rossendale has 1,200 licensed hackney carriages in total, for its population of 65,000.

In contrast, Bradford has just 222 hackney carriages, for a population of more than 500,000.

Cllr Slater (Lab, Royds) said she was also concerned about a national change in the law which came into effect on Thursday.

This means private hire operators can sub-contract work to other firms, including those from other districts.

So she said councils across West Yorkshire had agreed to work together to set minimum driver and vehicle standards for the whole county.

And she said Bradford was also considering starting a 'scores on the doors' style rating scheme for minicab safety, saying many local cabbies and operators were setting an excellent standard.

A spokesman for Rossendale Council said the authority was reviewing all its taxi policies and procedures to improve "our already robust application regime".

This included looking at a basic skills assessment, an updated convictions policy and a policy looking at where drivers intended to work.

She said any proposed changes would be going before the relevant committees for a decision later this year.

But she rejected any claim that Rossendale's cars were unsafe to use.

She said: "We are extremely pro-active and regularly undertake enforcement outside of Rossendale, in Bradford, Manchester, Manchester Airport, Rochdale, Oldham and Keighley, et cetera, and we are happy to continue this.

"There is no evidence to support the allegation of drivers being refused a licence in Bradford going on to be granted a licence in Rossendale; year to date figures up to August show that 63 per cent are refused at Licensing Sub Committee.

"Where it is known that an applicant has been licensed in another area, a check is made with the relevant council and a refusal or revocation in another area is likely to result in a refusal here.

"The suggestion that our vehicles are unsafe is wholly unsubstantiated."

And she added that any money made through the taxi licensing process was "ring-fenced to cover the significant operating costs of the licensing service".

The thing is though why are Rossendale not doing like other councils and checking where drivers intend to work ?

Hence the need to change the law to have a national standard for cans and drivers, like we have in the bus industry.

Rossendale council has refuted the claims by Bradford council deputy leader Val Slater

A new taxi licensing row has engulfed Rossendale council after the deputy leader of Bradford council claimed she would not ‘feel safe’ getting into a minicab licensed in the Valley.

Councillor Val Slater claimed that taxis licensed by Rossendale council are appearing all over West Yorkshire, adding that Rossendale has ‘lower standards’ for granting licences.

Rossendale council refuted her claims that taxis licensed by them are unsafe, although the authority is currently reviewing its taxi policies.

The row in Bradford is the latest controversy over Rossendale’s taxi licensing policy.

Earlier this year, a damning report by Rochdale council stated that its efforts to improve safeguarding in child sexual exploitation were being undermined by ‘lower standards’ allegedly demanded by Rossendale council for its drivers in areas including language skills, area knowledge, and training, as well as safeguarding issues.

Hackney Carriage vehicles licensed by one authority can work in another area as a Private Hire vehicle.

Coun Slater said: “Taxis licensed in Rossendale are appearing all over West Yorkshire, not just in Bradford.

“It cannot be right that we reject a driver for a taxi licence and then they go over to Rossendale, get a licence and come back and operate here.

“The added issue is that because they are Rossendale taxis we cannot undertake enforcement action against the drivers.”

Coun Slater added: “Something urgently needs to change, we cannot have this situation continue.”

Rossendale has 1,200 licensed hackney carriages in total, for its population of 65,000, around one licence for every 50 residents. By contrast, Bradford has just 222 hackney carriages for a population of more than 500,000, or more than 2,200 people per cab.

A Rossendale council spokesman refuted claims that Rossendale licensed taxis were unsafe.

The spokesman said: “The council is currently reviewing all policies and procedures with regard to the taxi trade and introducing further aspects to our already robust application regime.

“Consultation on an ‘intended use’ policy, basic skills assessment and an updated convictions policy, amongst others has taken place and will be going before the relevant committees for a decision later this year.

“We are extremely pro-active and regularly undertake enforcement outside of Rossendale and we are happy to continue this.

“There is no evidence to support the allegation of drivers being refused a licence in Bradford going on to be granted a licence in Rossendale.

Rutland don't check any cars. The don't have anyone doing enforcement.

Council involved in taxi cab row after issuing licences to more than 1,800 drivers


AN East Lancashire council has become involved in a taxi cab row after issuing licences to more than 1,800 drivers.

Rossendale Council has been accused of approving too many hackney carriage licences which has led to its drivers acting as minicabs across the North-West and into Yorkshire.

It has 1,864 drivers who have been issued with taxi licences and just two for private hire for a population of 65,000.

In contrast Blackburn with Darwen, Burnley, Hyndburn, Ribble Valley, Chorley and Pendle currently have jointly issued 336 taxi licences and 1,973 private hire permits for a combined population of 700,000.

This week the issue prompted a ‘War of the Roses’ with Bradford City Council’s deputy leader Val Slater accusing Rossendale borough of licensing hundreds of drivers who were only interested in crossing the Pennines to work as private hire vehicles in her city.

She claimed standards were lower in the Lancashire council’s area than in Yorkshire.

The leader of Rossendale borough Alyson Barnes and its taxi association boss David Lawrie have rejected her claims.

They accused Bradford and other Yorkshire and East Lancashire councils of operating an unlawful cap on black cab licences.

But Cllr Slater’s fears were echoed by Hyndburn council leader Miles Parkinson and Blackburn cab drivers’ leader Mohammed Younis.

Bradford has just 222 black cab licences and 2,700 private hire vehicle permits for its 500,000 residents.

Cllr Slater also claimed drivers turned down in Bradford were going to Rossendale.

She said she had not been able to convince Rossendale to tackle the problem despite repeated attempts.

“We have tried to talk to their leader about why they are setting these low standards,” she said.

“I would not get in a private hire that was licensed in Rossendale.”

Cllr Slater said Rossendale had lower standards for knowledge tests, English tests and criminal record checks and that cabs with its licenses are also immune from Bradford’s safety spot-checks.

Last month, an enforcement officer from Rossendale Council joined Bradford staff on a spot-checking exercise finding problems with all four of its licensed vehicles stopped.

Cllr Barnes said: “We are following the law regarding taxi licences.

“The government says there should be no arbitrary cap as operated by other councils and this needs sorting out.

“We reject allegations that our standards for driver or cab safety are lower but we are reviewing our policies.

“Two thirds of applications are refused.

“We may be issuing too many licences and are reviewing our procedures to include new maths and English tests.

“We are looking at introducing a test for drivers over whether they intend use their vehicles mainly in the borough.”

Mr Lawrie said: “The reason people come here is that other councils operate a cap on the number of hackney carriage licences, contrary to clear government policy.

“If they did not operate that cap, which in my view is not legal, drivers would not be coming to Rossendale for licences.

“Bradford and other councils need to look at their own licensing regime not blame Rossendale.”

A spokeswoman for Rossendale Council’s licensing department said the £783,000 a year revenue from taxi licensing was ring-fenced to cover the significant costs of the licensing service.

Hyndburn council leader Miles Parkinson said: “We set high standards for taxis.

“Unfortunately when a vehicle is licensed elsewhere we are not able to carry out the same rigorous checks.

“How Rossendale Council acts is a matter for them, although I do know that this approach has been criticised by a number of authorities around us.”

Mr Younis said: “We have problem in the borough with Rossendale taxis operating as private hire vehicles here.

“The council there issues too many hackney carriage licences and they operate as minicabs all over the North-West and the country.”

And those Rossendale are in effect pseudo PH, as I doubt many of them can spell Rossendale.
