So the big question most people will be asking is, is Uber safe?

The company says it is. And that they take passenger safety very seriously. But then they would say that, wouldn't they?

We asked Birmingham City Council how stringent the checks on Uber drivers are.

A spokesperson told the Birmingham Mail: “All Uber drivers have passed the licensing authority’s background checks, are licensed by Birmingham City Council and insured as private hire drivers. Furthermore, all Uber drivers carry full commercial insurance.

“When it comes to safety, Uber likes to say they go above and beyond other forms of private hire vehicle or taxi because the app provides riders with the name and picture of the driver, their registration number and car make and enable riders to share the details of their ride with a family member of friend so they can follow the journey on a live map.”

Commercial insurance or hire and reward insurance?

Uber granted licence to operate private hire cabs in Brighton and Hove for one year

Taxi app Uber has been granted a licence to operate private hire vehicles in Brighton and Hove for one year.

The company wanted a standard five-year licence but will have to show that it will obey the rules and meet the standards set out in the Blue Book.

The Blue Book is the rule book for taxi and private hire drivers and firms licensed by Brighton and Hove City Council.

Uber was told the verdict today (Friday 23 October) – four days after a licensing panel heard from the company and from objectors at a hearing at Brighton Town Hall.

Objectors said that the company would not be competing on a level playing field but Uber said that it would obey the same rules as everyone else.

It now has a year to show that it’s true to its word. However at this stage Uber is not able to provide detailed information about commencement dates and service details. Work on these could not start until the firm was certain they would obtain a licence.

Uber would only be allowed to send Brighton and Hove-registered drivers to pick up customers.

All Uber drivers will have to hold the same licence as any other private hire driver, which includes a check by the Disclosure and Barring Service (DBS), successor to the Criminal Records Bureau (CRB).

Uber representatives told the panel they were already licensed in 33 council areas in the UK, though not yet operating in all of them.

Panel chair Cllr Mo Marsh said: “We want Uber to compete on a level playing field by signing up to the terms of the Blue Book. They made a commitment to do that in public and this one-year permission will test the strength of that commitment.”

Private hire vehicles are distinct from hackney carriages in that they must be booked in advance. They cannot ply for hire in the street, wait at cab ranks or be hailed by passers-by.

They could have given Uber a 200 year license and it would be no different than a one year one.

If Uber breach their licensing conditions, for whatever reason, they will lose their license, so what sense is there in issuing a one year one?

Maybe it's to try and show the local trade that the council care.

Not sure the fellas in white wigs will agree.

In addition to the above in London there is strong evidence that Uber PHV Drivers are traveling into the London Licensing Area (Cross Border) and parking vehicles without bookings that are then being ‘virtually hailed’ via the Uber App, which shows their availability and position, so they are acting like a taxi.

yeah, but the law allows the operator to pass the job to another operator in another area - how do the LPHCA know the job hasn't bounced from the computer in the drivers own licensing area?

but of course -

“In a modern Britain there should be no "invisible borders" or "barriers to free trade", as protectionism and outdated thinking belongs to yesterday.”

in tears here

why did this application by uber need scrutinized by a committee? Is it a regular thing in Brighton? How many other PH Operator applicants have had their applications commented on by various parties in a similar way?

Personally I don't see the problem with App companies so long as they follow the licensing regs for each area they operate in, it's got to be better for drivers to have this extra company to fall back on if it's a little quiet at the other companies they supply their services to. I don't think I'd like to be a private hire operator in these areas though, all those £100s potentially being taken away from them in what they thought was a guaranteed income from drivers and the best bit is they helped it happen. It's so true that you should be careful what you wish for
