SUSPENDED: Tonight's go slow Leicester taxi protest called off at 11th hour



The planned 'go slow' taxi protest through Leicester city centre tonight has been called off at the 11th hour.


The RMT union had planned for its members to drive their hackney cabs in a slow moving convoy around the city from 4pm to 6pm.

However it has announced it has suspended the action as 'a gesture of goodwill' and so it can have talks with Leicester City Council next week.

City mayor Sir Peter Soulsby said he was pleased the protest had been called off but stressed again there would be no negotiations with the RMT over a scheme he said was fair, reasonable and meant to ensure the safety of the travelling public.

He said: "I am pleased the drivers are showing common sense

"I suspect they have realised the consequences of pressing ahead - that they would totally lose the support of the public and they would be putting their livelihoods at risk.

"Their leadership is trying to portray this as a gesture of goodwill but it appears to be a way of them saving face.

"I want them to know there will be no negotiations this week, next week, or until the experimental period of the new system has run its course.

"What I want to hear from them now is that this will never happen again.

"Until that happens they must know the threat to their privileges and concessions remains very real."

Leicestershire RMT branch secretary Umar Khan said: "If the council doesn't want to talk next week we shall proceed with next Friday's protest.

"It's entirely up to the council."

The suspension of the protest came after police told participating taxi drivers they may be arrested if they fail to comply with legal conditions imposed on the procession.

Chief constable Simon Cole issued a notice, under the Public Order Act, designed to prevent the disruption caused when last Friday's protest resulted in the blocking of emergency vehicles.

The police have not previously used the powers for the last two protests.

However Mr Cole has said was particularly concerned to ensure free passage for 999 vehicles after the issues ambulances had when they were blocked by taxis.

He said: "The disruption caused by the last protest was significant, including delays to the ambulance service.

"We are aware of the impact this latest protest could cause and we are working to try and reduce that.

"We have imposed a number of restrictions on the protest to try and prevent serious disruption to the life of the community, while still allowing a lawful procession to take place."

The protesting cabbies were due to gather along London Road, near the Old Horse pub, head down past the station, along St George's Way and St Matthew's Way before they turn left into Belgave Gate.

The protest was to go along Charles Street, Rutland Street, Belvoir Street, Pocklingtons Walk, Horsefair Street, Halford Street, Charles Street, and finish at Victoria Park roundabout.

The RMT union, which represents hackney cab divers in the city, is objecting to council plans to bring in a misconduct penalty points scheme for drivers.

The system will mean that drivers who commit offences, ranging from illegal parking to driving unsafe vehicles, will receive points.

When they reach a dozen points they will face a hearing before councillors who may revoke their licences.

Sir Peter had written to every hackney cab driver in Leicester warning them of the consequences should they carry out further 'go slow' protests in the city.

He said he would immediately start stripping the hackney cabs of privileges they enjoyed such as the use of city bus lanes.

The mayor has he will not change his mind on the plans and said there will be no further negotiations on the scheme

The union had suggested it will continue protesting into Christmas - even after the scheme goes live for a 12 month trial period on December 1.

Friday rush hour taxi protest to go ahead as war of words between RMT and Leicester mayor escalates


Cabbies in Leicester will take to the streets in another go-slow protest during rush hour tomorrow.

The RMT union, which represents 325 hackney cab drivers, is staging the demonstration as part of its protracted dispute withe Leicester City Council over a new penalty points misconduct scheme.

It will be the third such protest - following two similar actions last month.

The latest protest comes after city mayor Sir Peter Soulsby threatened to strip the hackney drivers of privileges and special considerations they currently get from the council if they protest again.

These include restrictions on the number of licences the council issues and cab access to the city's bus lanes.

The mayor's warning prompted a letter from RMT general secretary Mick Cash telling Sir Peter he had "exceeded his authority and vitiated future decision making concerning taxi drivers."

Mr Cash warned the mayor: "If there is an attempt to follow through with such threats we will respond with all tools at our disposal."

He does not elaborate on what he means.

Mr Cash says he increasingly concerned about the attitude of the council and Sir Peter's office and requests a meeting "to ensure that we understand each other clearly."

He writes: "We are determined that the conditions under which out taxi driver members in Leicester improve considerably."

Sir Peter told the Mercury: "It is clear the letter is intended as a threat but I am not quite sure what tools he has in mind.

"They have already done a very good job of losing any public support they might have had.

"I will not be meeting him. Why would I want to meet an RMT representative from London when we have already had extensive discussion with their people locally?

"I cannot imagine what on earth he thinks he can bring to the process."

Sir Peter said he will be looking to start the process of removing the hackney drivers' privileges "in a proper and appropriate way" should tomorrow's protest go ahead.

The planned protest is due to take place from 4pm to 6pm, using the same route proposed for last Thursday's convoy, which the RMT suspended at the eleventh hour.

It will see taxis gathering on Victoria Park Road and London Road at 4pm, before driving into the city along London Road.

The procession will then go down St Georges Way, St Matthews Way and Belgrave Gate, before turning into Charles Street southbound.

From there, the taxis will do a clockwise circuit of Rutland Street, Belvoir Street, Pocklingtons Walk, Horsefair Street, Halford Street and back onto Charles Street, before dispersing on Waterloo Way/London Road.

The route has been agreed following meetings between Leicester City Council and the emergency services, in order to avoid the significant disruption caused to the ambulance service in the protest on November 20.

Police have announced legal conditions on tomorrow's taxi protest, which mean they can impose conditions, such as limiting the number of taxis taking part, ensuring they drive in single file and stick to the agreed route.

Drivers who breach the conditions could be arrested.

The Mercury has been unable to contact anyone from the RMT.

The council's points schedule for driver infractions.


It came into force on Monday. Any driver accumulating 12 points will be called before a panel of councillors and may lose their licence.

For the first 14 days the intention is to issue warning notices where illegal parking occurs and particularly in targeted areas.

In circumstances where the safety of the public and any passengers is put at risk, e.g. through driving a vehicle in an un-roadworthy condition, the council says the scheme will be enforced in full with immediate effect.

The scheme be reviewed after 12 months.

Taxi protest causes more Friday night chaos



Taxis caused further Friday night traffic chaos in Leicester as more than 80 took part in a go-slow protest around the city centre.

The cabs set off from Victoria Park on London Road at 4.30pm before heading down to the inner ring road and along Belgrave Gate and Charles Street.

They were protesting over a new Leicester City Council scheme that gives drivers points for offences like illegal parking and not wearing their name badges. The points can lead to them losing their licences.

While motorists stuck in traffic sounded their horns to express their feelings about the slow-moving taxis, few pedestrians had much love for the RMT union members either.

Clive Atkinson, 45, who was watching the cabs pass slowly by the Hind pub opposite Leicester Station, said: "They're causing mayhem for people who have homes to go to and children to pick up and it's not right.

"It's just causing misery."

His friend Paul Williams, 43, said: "It's ridiculous. It's the third time they've done it an it just causes chaos and achieves nothing."

Debbie Taylor, 53, of Clarendon Park, who was walking home up London Road as the protest began, said: "They're going to cause a lot of congestion and maybe make themselves feel better but I don't think it will have any affect in the long term."

Ahead of the protest, Umar Khan, Leicestershire and Rutland RMT branch secretary, said the cabbies had no choice.

He said: "At the end of the day we have to protest because our members livelihoods are being put at risk.

"The city council wants us to spend £6,000 on having new taxis but they won't provide the ranks for us all.

"Now they want to give us points for stopping where we shouldn't and for not wearing name badges."

City mayor Sir Peter Soulsby confirmed he would not back down and scrap the new scheme.

He said: "The taxi drivers seem determined to cause inconvenience to the people of Leicester and put their privileges at risk.

"It is interesting to note there were only 85 taxis participating - far fewer than the 275 limit set by the police.

"That demonstrates the majority of the hackney carriage drivers have got the message.

"I say again there is absolutely no chance of there being any negotiations with the RMT on this. None at all."

Sir Peter Soulsby begins process of stripping cab drivers' privileges after go-slow protests



Leicester's mayor has begun the process of stripping Leicester cab drivers of certain privileges after they carried out a further rush-hour protest last week.

The RMT union, representing the city's 325 hackney cab drivers, and the city council have been locked in a dispute about the council's imposition of a penalty points misconduct scheme for drivers.

The union has staged three convoy protests in opposition to the new regime.

It has also indicated it plans to protest again on Friday and will continue to do so until the mayor backs down.

Sir Peter Soulsby had warned the cabbies he would end special considerations and treatment they have enjoyed if they persisted with the protests.

Now he has confirmed he has asked licensing officials to prepare reports on how the council would end what the mayor described as the "relaxed view" it had taken on the age at which taxis have to be withdrawn from service.

He is also looking at ending the "artificial" restriction on the number of licences granted to hackney cabs.

Sir Peter said: "I am looking at the rights and privileges they have enjoyed and I am taking advice.

"The only thing that has given me reason to hesitate is that the majority of the hackney cab drivers have not been taking part in the protests.

"The concern is that the minority taking part in these protests will have an effect on the majority who have got the message and are not causing problems."

The RMT has said it has not been consulted about the system, which came into force at the beginning of the month – a claim Sir Peter rejects.

He said: "They have been consulted. As mayor I cannot allow a minority of black cab drivers to disrupt the smooth running of the city."

The union has asked for talks with Sir Peter to negotiate the scheme but he has stressed there will be none, insisting the new regime is fair, reasonable and designed to protect the safety of the travelling public.

In a letter to Sir Peter, RMT general secretary Mick Cash said the mayor had "exceeded his authority".

Mr Cash warned the mayor the privileges were in fact "established working practices common throughout the UK" and said: "We will respond with all tools at our disposal" if they were threatened.

Mr Cash said he was concerned about the attitude of the council and requested a meeting "to ensure that we understand each other".
